Russia has sent a naval flotilla of warships led by an anti-submarine destroyer to its naval base at the Syrian port of Tartus, the Interfax news agency reported on Tuesday.

The Admiral Chabanenko and three landing craft have left their home port of Severomorsk in the Arctic Circle on their way to the Mediterranean where they will be also joined by the Russian patrol ship Yaroslav Mudry, a military source told the agency.

Russian technicians were involved in the taking down of the Turkish fighter jet by the Syrian military last week, the Sunday Times reported on Sunday.

Sourcing Middle Eastern diplomatic sources the Times reported that the decision to down the Turkish jet was intended to signal a warning to NATO to stay out of the conflict raging in Syria for over a year.

Russia supplied Syria with advanced anti-aircraft missile systems three years ago. It is believed that Russian specialists trained the Syrian forces to use them. According to diplomats that spoke with the Sunday Times some Russian specialists are still stationed at the missile battery control centers.

“We would not be surprised if these Russian experts, if they didn’t push the button, at least were beside the Syrian officers who did it,” an Israeli air force source told the British paper.

The unarmed reconnaissance jet had briefly entered Syrian airspace on June 22 as it approached land after patrolling the eastern Mediterranean, Turkish Deputy Prime Minister Bulent Arinc said, but was warned by Turkish radar controllers and immediately left and turned again out to sea.

It then made another approach to land when it was shot down 13 miles off the coast in international airspace, he said, out of the reach of Syria’s anti-aircraft guns.

“According to the data in our hands, it points to our plane being shot by a laser or heat-guided surface-to-air missile. The fact our plane was not given an early radar warning, suggests it was not a radar-guided missile,” said Arinc.

Turkey shelters the rebel Free Syria Army (FSA) and hosts 32,000 Syrian refugees on its southeastern border with Syria, some 50 km (30 miles) from where the Turkish aircraft was shot down. But it denies providing arms for the insurgents.

Ankara requested a meeting of NATO’s North Atlantic Council to discuss the incident, which it has branded an “act of aggression”. Damascus said it shot the aircraft down in self-defense after it strayed into Syrian airspace.

The meeting is only the second time in NATO’s 63-year history that member countries have convened under Article 4 of its charter, which provides for consultations when a member state feels its territorial integrity, political independence or security is under threat.

“We may get a statement of solidarity with Turkey,” a NATO official said.
Secretary-General Anders Fogh Rasmussen was to make a statement around 11:30 a.m. (09:30 GMT) after the talks among NATO ambassadors at alliance headquarters in Brussels.

Analysts said Rasmussen’s message was likely to be measured, reflecting Western reluctance to commit to any military action or anything that could trigger a regional sectarian war.

“There is very little appetite from the alliance to undertake what we call a discretionary war,” said Clara Marina O’Donnell, a fellow at the Brookings Institution in Washington.

Turkey’s choice to seek consultation under Article 4, instead of asking for military help under the organization’s collective defence provisions, known as Article 5, suggested Ankara was hoping to steer clear of inflaming the conflict.

“This is a signal from Turkey that they are not too keen to go down the military route at this stage. They are trying to de-escalate the situation,” she said.

Turkey rejected assertions from Damascus that its forces had no option but to fire on the F-4 jet as it flew over Syrian waters close to the coast on Friday.

In a letter to the UN Security Council, Turkey condemned a “hostile act by the Syrian authorities against Turkey’s national security”, saying it posed “a serious threat to peace and security in the region”.

Syria warned Turkey and NATO against retaliation. EU foreign ministers on Monday urged Turkey to show restraint, saying they would increase pressure on Assad.

Google has disputed claims that many Android phones have been infected with a virus that makes them churn out spam.

On 4 July, Microsoft researcher Terry Zink claimed to have discovered evidence of Android phones being enrolled into a botnet.

Botnets typically use infected PCs as spam generators but Mr Zink said he found evidence that Android smartphones were being used in the same way.

In a statement, Google said there was no evidence to support Mr Zink’s claim.

The search giant’s investigation suggested the junk messages originated on PCs but the spammers sending them formatted them to look like they came from Android smartphones.

“Our analysis suggests that spammers are using infected computers and a fake mobile signature to try to bypass anti-spam mechanisms in the email platform they’re using,” said Google.

By taking this step, said Google, the junk mail would have a better chance of defeating spam filters and ensure that messages reached inboxes.

If the spam were coming from a botnet made up of Android phones, it would be the first ever.

Mobile security specialist Lookout also questioned Mr Zink’s initial claim. In a blogpost, head of the firm Kevin Mahaffey said it was possible that the spam was originating from lots of Android phones infected with a malicious program.

However, he said, Lookout’s investigation had also uncovered some serious issues with the Yahoo mail app for Android that suggested it was a risk for all users of it. Lookout had told Yahoo about the problems which were now being worked on.

In a follow-up to his original post, Mr Zink agreed that it was not proven that Android phones had been compromised.

He added that it was “entirely possible” that the spammers had faked the message formatting to make it look like it originated on a phone.

However, he added, there was no doubt that the number of malicious programs written for Android was on the increase. Given that he said: “The reason these messages appear to come from Android devices is because they did come from Android devices.”

Chester Wisniewski, senior security advisor at Sophos, also posted more information about the case. He said that although Sophos did not have a sample of the malware sending the spam in question there was evidence to suggest it came from smartphones.

Sophos could find no hint that the formatting on the messages was faked, he said, and some elements of what it had seen would be impossible to spoof.

In addition, he said, much of the spam was coming from net addresses owned by mobile operators.

A Syrian general who was a leading member of Bashar al-Assad’s inner circle, Manaf Tlass, has defected to Turkey, according to a Damascus-based website with close links to the regime.

Tlass is a member of the most powerful Sunni family in Syria, and the son of a long-serving former defence minister, Mustafa Tlass, but he was reported to have fallen out of favour in recent months for refusing to take part in attacks on civilian areas regarded as opposition strongholds.

Tlass’s defection was reported by Syriasteps, a news website linked to the country’s security apparatus. It said that “a highly placed source in intelligence has confirmed that General Manaf Mustafa Tlass has fled to Turkey”, and quoted a security official as saying: “His escape does not mean anything.”

The defection of such a high-profile figure from a family at the heart of the regime would be a damaging blow to Assad and could provoke more defections, especially among more junior Sunni officers and rank-and-file soldiers. That would serve to weaken the security apparatus, but at the same time sharpen the sectarian nature of the conflict between the Sunni majority and the Alawite minority, from which the ruling family and the military elite are drawn.

A Turkish government official confirmed that two Syrian generals had defected in the past three days, but did not provide names “for their and their families’ security”.

One of the two generals the official referred to is from an engineering division. The second is believed to be Tlass, who is a general in the Republican Guard.

Rami Abdul-Rahman, the head of the London-based Syrian Observatory for Human Rights, said: “Several sources inside Syria, including Alawite sources close to the regime, have confirmed to me that Manaf Tlass has left the country.”

Joshua Landis, a Syria expert at the University of Oklahoma, wrote on his Syria Comment blog that Tlass’s “Honda had supposedly turned up in the Rukn ad-Din neighbourhood of Damascus, but he was nowhere to be found”.

“Manaf Tlass’s father and brother, Firas, who is a leading businessman, are believed to be out of the country. The father had gone to Paris on the pretext of getting medical attention. Firas is said to be in Dubai. It is not clear where the women and children of his family are,” Landis wrote.

The steady stream of defections are just one sign of the Assad regime’s gradually eroding power. A senior British diplomat said it was also losing its grip on territory.

“What is clear is that the regime has lost control of parts of the country, particularly in the east. It’s also clear that parts of Damascus have got more difficult for the regime, but we don’t have a precise map … but I’m not sure it’s true that the opposition are in full control themselves in a coherent way,” the diplomat said.

Iraq’s foreign minister, Hoshyar Zebari, said on Thursday he had “solid information and intelligence that members of al-Qaida’s terrorist network” have gone to Syria”. He added: “Our main concern, to be honest with you, is about the spillover about extremist, terrorist groups taking root in neighbouring countries.”

Rebel fighters in Idlib province denied that foreign fighters were a significant factor in the conflict.

“I swear to God that I have not seen one strange Arab here and I’ve been fighting for more than a year,” said Anis Azir, a Free Syrian Army leader in Qurqaniya village. A second guerilla leader, Abu Mahmoud from nearby Athma village, said: “They would not be welcome even if they did come. We know what they represent.”

A third rebel leader in Darat Azzah, near Aleppo, was more circumspect. Abu Ahmed, as he preferred to call himself, paused for almost a minute before answering whether al-Qaida would be accepted in his town. “They haven’t tried. But we would welcome their weapons.”

The senior British diplomat described the role of foreign jihadists as minor but warned that their influence would grow if the international community did not take concerted action against the regime. Russia and China have so far blocked any punitive measures being imposed by the UN security council.

“Our assessment is that the vast majority of people fighting on the opposition side are still Syrians and most are trying to defend their neighbourhoods under intense military pressure,” the diplomat said. “But it’s clear that there are some other elements getting into this conflict and what we have consistently said to Russia, China and others is that what they say they want to avoid – a descent into an increasingly sectarian conflict with other players, a breakdown of Syrian society with regional ramifications – the chance of all of that happening increases with every day the conflict continues in its current form.”

Hillary Clinton, William Hague and foreign ministers from other western and Arab states are taking part in a “friends of Syria” meeting on Friday to discuss further ways of exerting pressure on Damascus. Gulf states will be asked to impose more sanctions, and western capitals may table a new security council resolution calling for a UN-sponsored peace plan to be backed by global sanctions if Syria does not comply. Western diplomats concede Moscow is likely to veto such a move.

After failure to appear at a committal hearing for unpaid Council Tax last Tuesday, a Merseyside Judge issued a bench warrant for the arrest of Roger Hayes who has been sentenced to 21 days in Liverpool Prison, following a cursory appearance before a Magistrate on Monday.

No members of the public or jury were present during sentencing, after activist Hayes was “disappeared” by the police and brought to a secret court where there were no witnesses present.

Hayes was arrested at his home by four police officers at 8:30am on Monday morning, sentenced and finally locked up in prison – all by 6:30pm that evening.

It is understood that calls to the police and Liverpool prison where he is being held have all been met with a wall of silence under the ‘we can’t say’ and ‘data protection’, yet another indication of how more secrecy is being introduced to keep the public interest at bay.

According to reports received by the UK Column Newspaper, the police have received many calls regarding the status of Mr Hayes, with at least one member of the public having had the phone slammed down on him when he mentioned Roger’s name.

Roger’s family have also been refused any direct information and access to him. They have now started the paperwork trail for formal permission to visit.

Hayes is a founder and Chairman of the British Constitution Group (BCG). The BCG is most well-known as a British tax protester group that is advocating a ‘Lawful Rebellion‘, under section 61 of the British Magna Carta.

According to Brian Gerrish, a fellow co-founder of the BCG, Hayes has fallen victim to a deteriorating British justice system. Gerrish explains, “Under common law, no one should be fined, sentenced and imprisoned without a jury of their peers. Here we have someone being imprisoned on the word of a council and one magistrate. The council is relying on a Statute Law which does not overturn Common Law. So essentially, we are witnessing justice on its head.”

Regarding the draconian manner in which his colleague was apprehended Gerrish adds, “It’s just like the Stasi – where you are lifted off the street and 9 hours later you are sentenced to prison. Families don’t know what the process is, the public doesn’t know what the process is. Wirral Council claims it was an open court – but it can’t be an open court if no one has heard about it.”

It is also understood that Roger Hayes “WITHELD” his Council Tax rather than “refused to pay” – a potentially important implications in his legal case, as was reported by the UK Column Newspaper.

Members of the public who have contacted the UK Column claim that the state were determined to commit Hayes to prison for his infamous ‘Common Law arrest’ of a Judge Michael Peak during his bankruptcy hearing at Birkenhead County Court on March 7, 2011 – where the presiding Judge was bundled out of the courtroom by a common law posse for ‘contempt of court’. Despite the fact that a crowd of 600 were assembled outside of the courtroom during the debacle, there was a complete media blackout on the event – a public incident which was hugely embarrassing to the legal system and local establishment in Hayes’s home region of Merseyside.

Mr Hayes has been imprisoned for withholding his Council Tax – a renter’s tax which was adopted throughout the UK in 1993 following a failure by the British government to implement its previous, and hugely unpopular incarnation known as ‘The Poll Tax’ in 1990. In recent years, Council Tax rates have skyrocketed all over the country, many times more than the rate of inflation – a situation which has placed increasing economic pressure on an ever increasing millions of low income households.

Hayes’s stance on the Council Tax was down to his legal belief that along with other state taxes, a proportion of the Council tax revenue gathered was being sent to the European Union, used to fund an endless string of unlawful wars in Iraq, Afghanistan, Libya and Syria, and to promote government-sponsored terrorism right around the world. To pay tax under these circumstances Hayes believed, at the very least, is unlawful under Section 15(3) of the Terrorism Act 2000 and therefore is refusing to participate in the funding of the state’s illegal activities.

Is an unpaid local tax bill enough to be classed by the state a security threat, and summarily treated as a terrorist?

All indications point to Hayes as a political prisoner – targeted by the state and has been arrested, tried, sentenced and finally imprisoned under new Statute, or emergency powers. More likely a reason he has been singled out by authorities – than over a mere unpaid tax bill, is that Hayes has also been campaigning for a new Lawful Bank in the UK – a monetary initiative in which money could be issued to the public as credit, also called “social credit”, rather than as crippling debt under the existing privately-owned fractional reserve International Monetary System.

As Chairman of the BCG, Hayes has been an outspoken public speaker warning the British public that their rights and freedoms under Common Law and the Constitution are being stripped away and replaced by a dictatorship of secret courts operating under both “Administrative” and Statute Law, where there are no juries, and where judges alone decide a defendant’s guilt, or innocence. Some, such as the Children’s and Protection Courts are held in secret. Normal procedure in such courts is that hearsay evidence from highly paid “expert witnesses” is allowed, and parents may not speak for their children, and children may not speak at all. Officials, such as social workers are also allowed to give evidence without being put on oath.

Earlier this year, Bilderberg member and British MP Kenneth Clarke, along with the current UK Home Secretary Teresa May, have been publicly calling recently for more statute or ‘secret courts’ without juries, in order to reduce the backlog of legal hearing. Appearing before a parliamentary select committee, Justice Secretary Clarke was later forced, rather awkwardly, to defend his draconian plans, against accusations that they were a “corruption” of the British legal system.

The facts of Roger’s committal to prison are slowly emerging. It seems that on Tuesday 26 June 2012 a Committal Hearing took place at which Wirral Council state that Roger failed to appear.

As a result the Judge issued a bench warrant for his arrest, and Roger was arrested yesterday morning. The Council spokesman either did not know or refused to name the Judge.

Following his arrest Roger was brought before a Magistrate and sentenced to 21 days. The Council spokesman either did not know or refused to name the Magistrate, and was unable to say how much, if any, notice of either hearing was given to the General Public.

At this point we would like to make a correction to our initial press release, and that is:

Roger Hayes “WITHELD” his Council Tax rather than “refused to pay” as we reported. This has important implications in his legal case.

The most important fact in Roger’s arrest, trial and imprisonment is that nobody knows the detail of what happened to him. What were the names and numbers of the police officers? What was the Court? What was the number of the case? Who was the Magistrate or Judge? Were any public present to see justice being done?

Roger was arrested at home and 9 hours later he was in prison, on the decision of one Magistrate. This must be yet another very dangerous example of the rise of the ‘secret’ courts and ‘secret justice’ – Kenneth Clarke MP is still pushing for yet more Courts without Juries.

Calls to the police and Liverpool prison where he is being held, have all been met with a wall of silence under the ‘we can’t say’ and ‘data protection’. We can see from this how yet more secrecy is introduced to keep the public interest at bay.

A former police officer has kindly made a number of pertinent points which we are happy to publish.

He was informed us that the prison would not confirm that Roger was with them for “security reasons”. They referred him to the “Prisoner Location Service” on 0121 626 2773 – they would not accept verbal requests. Merseyside Police switchboard are also referring calls about Roger to the Council. This appears a highly dubious practice at law.

He states – “Because I wanted to make complaints I was put through to the police control room. The drill is for complaints to be recorded and then passed to an Inspector who will contact the complainant within 24 hours. My initial complaints are:

1. Was anyone informed of Rogers arrest? The contingency plan was for him to get a message to me. Note that the prisoner does not get to make a phone call himself. This is a precaution against prisoners passing coded messages to their associates outside.

2. Merseyside police, according to various sources on the Internet, are claiming that “Data Protection” forbids them to confirm Rogers whereabouts. This appears highly dubious practice because a “Regulation” cannot be held to repeal or infringe a Common Law right.

3. Passing complaints about police actions to the Council is a breach of the Police Discipline Regulations and of confidentiality for the individuals who are being complained about. I believe the Police Federation will not like this abuse of process.”

The UK Column is delighted to report that the story of Roger Hayes has gone UK and world wide. Many are asking us what can they do? Our first answer is to spread the word, highlighting the the seriousness of the secrecy and lack of transparency in the whole process. - Was there any forced entry to the house and/or damage.

- Did the warrant remain at the house.

- Did they search the house. Did they take anything away, i.e. computer, files, phones, router etc.

- Did they leave an inventory at the house Were there any witnesses to the arrest.

- Was any force used on Roger, or anyone else in the house.

- Was he handcuffed. Was there any explanation to anyone else in the house. Is there any idea of the charge. Were the arresting officers ‘sworn police officers,

- PCSO’s, from another ‘agency’ with powers of arrest or privates, or a mixture.

- Did anyone get their names or collar numbers.

- Did anyone get the name of the Prison Officer who called. If anyone could collate that, am sure his lawyers (or others) will want it, plus, it would provide good info for a follow up article”

CHAPTER ONE

Jekyll Island

“The matter of a uniform discount rate was discussed and settled at Jekyll Island.”–Paul M. Warburg1

On the night of November 22, 1910, a group of newspaper reporters stood disconsolately in the railway station at Hoboken, New Jersey. They had just watched a delegation of the nation’s leading financiers leave the station on a secret mission. It would be years before they discovered what that mission was, and even then they would not understand that the history of the United States underwent a drastic change after that night in Hoboken.

The delegation had left in a sealed railway car, with blinds drawn, for an undisclosed destination. They were led by Senator Nelson Aldrich, head of the National Monetary Commission. President Theodore Roosevelt had signed into law the bill creating the National Monetary Commission in 1908, after the tragic Panic of 1907 had resulted in a public outcry that the nation’s monetary system be stabilized. Aldrich had led the members of the Commission on a two-year tour of Europe, spending some three hundred thousand dollars of public money. He had not yet made a report on the results of this trip, nor had he offered any plan for banking reform.

Accompanying Senator Aldrich at the Hoboken station were his private secretary, Shelton; A. Piatt Andrew, Assistant Secretary of the Treasury, and Special Assistant of the National Monetary Commission; Frank Vanderlip, president of the National City Bank of New York, Henry P. Davison, senior partner of J.P. Morgan Company, and generally regarded as Morgan’s personal emissary; and Charles D. Norton, president of the Morgan-dominated First National Bank of New York. Joining the group just before the train left the station were Benjamin Strong, also known as a lieutenant of J.P. Morgan; and Paul Warburg, a recent immigrant from Germany who had joined the banking house of Kuhn, Loeb

and Company, New York as a partner earning five hundred thousand dollars a year.

Six years later, a financial writer named Bertie Charles Forbes (who later founded the Forbes Magazine; the present editor, Malcom Forbes, is his son), wrote:

“Picture a party of the nation’s greatest bankers stealing out of New York on a private railroad car under cover of darkness, stealthily hieing hundred of miles South, embarking on a mysterious

launch, sneaking onto an island deserted by all but a few servants, living there a full week under such rigid secrecy that the names of not one of them was once mentioned lest the servants learn the identity and disclose to the world this strangest, most secret expedition in the history of American finance. I am not romancing; I am giving to the world, for the first time, the real story of how the famous Aldrich currency report, the foundation of our new currency system, was written . . . . The utmost secrecy was enjoined upon all. The public must not glean a hint of what was to be done. Senator Aldrich notified each one to go quietly into a private car of which the railroad had received orders to draw up on an unfrequented platform. Off the party set. New York’s ubiquitous reporters had been foiled . . . Nelson (Aldrich) had confided to Henry, Frank,

Paul and Piatt that he was to keep them locked up at Jekyll Island, out of the rest of the world, until they had evolved and compiled a scientific currency system for the United States, the real birth of the present Federal Reserve System, the plan done on Jekyll Island in the conference with Paul, Frank and Henry . . . . Warburg is the link that binds the Aldrich system and the present system together. He more than any one man has made the system possible as a working reality.”2

The official biography of Senator Nelson Aldrich states:

“In the autumn of 1910, six men went out to shoot ducks, Aldrich, his secretary Shelton, Andrews, Davison, Vanderlip and Warburg. Reporters were waiting at the Brunswick (Georgia) station. Mr. Davison went out and talked to them. The reporters dispersed and the secret of the strange journey was not divulged. Mr. Aldrich asked him how he had managed it and he did not volunteer the information.”3

Davison had an excellent reputation as the person who could conciliate warring factions, a role he had performed for J.P. Morgan during the settling of the Money Panic of 1907. Another Morgan partner, T.W. Lamont, says:

“Henry P. Davison served as arbitrator of the Jekyll Island expedition.”4

From these references, it is possible to piece together the story. Aldrich’s private car, which had left Hoboken station with its shades drawn, had taken the financiers to Jekyll Island, Georgia. Some years earlier, a very exclusive group of millionaires, led by J.P. Morgan, had purchased the island as a winter retreat. They called themselves the Jekyll Island Hunt Club, and, at first, the island was used only for hunting expeditions, until the millionaires realized that its pleasant climate offered a warm retreat from the rigors of winters in New York, and began to build splendid mansions, which they called “cottages”, for their families’ winter vacations. The club building itself, being quite isolated, was sometimes in demand for stag parties and other pursuits unrelated to hunting. On such occasions, the club members who were not invited to these specific outings were asked not to appear there for a certain number of days. Before Nelson Aldrich’s party had left New York, the club’s members had been notified that the club would be occupied for the next two weeks.

The Jekyll Island Club was chosen as the place to draft the plan for control of the money and credit of the people of the United States, not only because of its isolation, but also because it was the private preserve of the people who were drafting the plan. The New York Times later noted, on May 3, 1931, in commenting on the death of George F. Baker, one of J.P. Morgan’s closest associates, that “Jekyll Island Club has lost one of its most distinguished members. One-sixth of the total wealth of the world was represented by the members of the Jekyll Island Club.” Membership was by inheritance only.

The Aldrich group had no interest in hunting. Jekyll Island was chosen for the site of the preparation of the central bank because it offered complete privacy, and because there was not a journalist within fifty miles. Such was the need for secrecy that the members of the party agreed, before arriving at Jekyll Island, that no last names would be used at any time during their two week stay. The group later referred to themselves as the First Name Club, as the last names of Warburg, Strong, Vanderlip and the others were prohibited during their stay. The customary attendants had been given two week vacations from the club, and new servants brought in from the mainland for this occasion who did not know the names of any of those present. Even if they had been interrogated after the Aldrich party went back to New York, they could not have given the names. This arrangement proved to be so satisfactory that the members, limited to those who had actually been present at Jekyll Island, later had a number of informal get-togethers in New York.

Why all this secrecy? Why this thousand mile trip in a closed railway car to a remote hunting club? Ostensibly, it was to carry out a program of public service, to prepare banking reform which would be a boon to the people of the United States, which had been ordered by the National

Monetary Commission. The participants were no strangers to public benefactions. Usually, their names were inscribed on brass plaques, or on the exteriors of buildings which they had donated. This was not the procedure which they followed at Jekyll Island. No brass plaque was ever erected to mark the selfless actions of those who met at their private hunt club in 1910 to improve the lot of every citizen of the United States.

In fact, no benefaction took place at Jekyll Island. The Aldrich group journeyed there in private to write the banking and currency legislation which the National Monetary Commission had been ordered to prepare in public. At stake was the future control of the money and credit of the United States. If any genuine monetary reform had been prepared and presented to Congress, it would have ended the power of the elitist one world money creators. Jekyll Island ensured that a central bank would be established in the United States which would give these bankers everything they had always wanted.

As the most technically proficient of those present, Paul Warburg was charged with doing most of the drafting of the plan. His work would then be discussed and gone over by the rest of the group. Senator Nelson Aldrich was there to see that the completed plan would come out in a form which he could get passed by Congress, and the other bankers were there to include whatever details would be needed to be certain that they got everything they wanted, in a finished draft composed during a onetime stay. After they returned to New York, there could be no second get together to rework their plan. They could not hope to obtain such secrecy for their work on a second journey.

The Jekyll Island group remained at the club for nine days, working furiously to complete their task. Despite the common interests of those present, the work did not proceed without friction. Senator Aldrich, always a domineering person, considered himself the chosen leader of the group, and could not help ordering everyone else about. Aldrich also felt somewhat out of place as the only member who was not a professional banker. He had had substantial banking interests throughout his career, but only as a person who profited from his ownership of bank stock. He knew little about the technical aspects of financial operations. His opposite number, Paul Warburg, believed that every question raised by the group demanded, not merely an answer, but a lecture. He rarely lost an opportunity to give the members a long discourse designed to impress them with the extent of his knowledge of banking. This was resented by the others, and often drew barbed remarks from Aldrich. The natural diplomacy of Henry P. Davison proved to be the catalyst which kept them at their work. Warburg’s thick alien accent grated on them, and constantly reminded them that they had to accept his presence if a central bank plan was to be devised which would guarantee them their future pro-

fits. Warburg made little effort to smooth over their prejudices, and contested them on every possible occasion on technical banking questions, which he considered his private preserve.

“In all conspiracies there must be great secrecy.”5

The “monetary reform” plan prepared at Jekyll Island was to be presented to Congress as the completed work of the National Monetary Commission. It was imperative that the real authors of the bill remain hidden. So great was popular resentment against bankers since the Panic of 1907 that no Congressman would dare to vote for a bill bearing the Wall Street taint, no matter who had contributed to his campaign expenses. The Jekyll Island plan was a central bank plan, and in this country there was a long tradition of struggle against inflicting a central bank on the American people. It had begun with Thomas Jefferson’s fight against Alexander Hamilton’s scheme for the First Bank of the United States, backed by James Rothschild. It had continued with President Andrew Jackson’s successful war against Alexander Hamilton’s scheme for the Second Bank of the United States, in which Nicholas Biddle was acting as the agent for James Rothschild of Paris. The result of that struggle was the creation of the Independent Sub-Treasury System, which supposedly had served to keep the funds of the United States out of the hands of the financiers. A study of the panics of 1873, 1893, and 1907 indicates that these panics were the result of the international bankers’ operations in London. The public was demanding in 1908 that Congress enact legislation to prevent the recurrence of artificially induced money panics. Such monetary reform now seemed inevitable. It was to head off and control such reform that the National Monetary Commission had been set up with Nelson Aldrich at its head, since he was majority leader of the Senate.

The main problem, as Paul Warburg informed his colleagues, was to avoid the name “Central Bank”. For that reason, he had decided upon the designation of “Federal Reserve System”. This would deceive the people into thinking it was not a central bank. However, the Jekyll Island plan would be a central bank plan, fulfilling the main functions of a central bank; it would be owned by private individuals who would profit from ownership of shares. As a bank of issue, it would control the nation’s money and credit.

In the chapter on Jekyll Island in his biography of Aldrich, Stephenson writes of the conference:

“How was the Reserve Bank to be controlled? It must be controlled by Congress. The government

was to be represented in the board of directors, it was to have full knowledge of all the Bank’s,

affairs, but a majority

of the directors were to be chosen, directly or indirectly, by the banks of the association.”6

Thus the proposed Federal Reserve Bank was to be “controlled by Congress” and answerable to the government, but the majority of the directors were to be chosen, “directly or indirectly” by the banks of the association. In the final refinement of Warburg’s plan, the Federal Reserve Board of Governors would be appointed by the President of the United States, but the real work of the Board would be controlled by a Federal Advisory Council, meeting with the Governors. The Council would be chosen by the directors of the twelve Federal Reserve Banks, and would remain unknown to the public.

The next consideration was to conceal the fact that the proposed “Federal Reserve System” would be dominated by the masters of the New York money market. The Congressmen from the South and the West could not survive if they voted for a Wall Street plan. Farmers and small businessmen in those areas had suffered most from the money panics. There had been great popular resentment against the Eastern bankers, which during the nineteenth century became a political movement known as “populism”. The private papers of Nicholas Biddle, not released until more than a century after his death, show that quite early on the Eastern bankers were fully aware of the widespread public opposition to them.

Paul Warburg advanced at Jekyll Island the primary deception which would prevent the citizens from recognizing that his plan set up a central bank. This was the regional reserve system. He proposed a system of four (later twelve) branch reserve banks located in different sections of the country. Few people outside the banking world would realize that the existing concentration of the nation’s money and credit structure in New York made the proposal of a regional reserve system a delusion.

Another proposal advanced by Paul Warburg at Jekyll Island was the manner of selection of administrators for the proposed regional reserve system. Senator Nelson Aldrich had insisted that the officials should be appointive, not elected, and that Congress should have no role in their selection. His Capitol Hill experience had taught him that congressional opinion would often be inimical to the Wall Street interests, as Congressmen from the West and South might wish to demonstrate to their constituents that they were protecting them against the Eastern bankers.

Warburg responded that the administrators of the proposed central banks should be subject to executive approval by the President. This patent removal of the system from Congressional control meant that the

Federal Reserve proposal was unconstitutional from its inception, because the Federal Reserve System was to be a bank of issue. Article 1, Sec. 8, Par. 5 of the Constitution expressly charges Congress with “the power to coin money and regulate the value thereof.”. Warburg’s plan would deprive Congress of its sovereignty, and the systems of checks and balances of power set up by Thomas Jefferson in the Constitution would now be destroyed. Administrators of the proposed system would control the nation’s money and credit, and would themselves be approved by the executive department of the government. The judicial department (the Supreme Court, etc.) was already virtually controlled by the executive department through presidential appointment to the bench.

Paul Warburg later wrote a massive exposition of his plan, The Federal Reserve System, Its Origin and Growth7 of some 1750 pages, but the name “Jekyll Island” appears nowhere in this text. He does state (Vol. 1, p. 58):

“But then the conference closed, after a week of earnest deliberation, the rough draft of what later became the Aldrich Bill had been agreed upon, and a plan had been outlined which provided for a ‘National Reserve Association,’ meaning a central reserve organization with an elastic note issue based on gold and commercial paper.”

On page 60, Warburg writes, “The results of the conference were entirely confidential. Even the fact there had been a meeting was not permitted to become public.” He adds in a footnote, “Though eighteen [sic] years have since gone by, I do not feel free to give a description of this most interesting conference concerning which Senator Aldrich pledged all participants to secrecy.”

B.C. Forbes’ revelation8 of the secret expedition to Jekyll Island, had had surprisingly little impact. It did not appear in print until two years after the Federal Reserve Act had been passed by Congress, hence it was never read during the period when it could have had an effect, that

is, during the Congressional debate on the bill. Forbes’ story was also dismissed, by those “in the know,” as preposterous, and a mere invention. Stephenson mentions this on page 484 of his book about Aldrich.9

“This curious episode of Jekyll Island has been generally regarded as a myth. B.C. Forbes got

some information from one of the reporters. It told in vague outline the Jekyll Island story, but

made no impression and was generally regarded as a mere yarn.”

The coverup of the Jekyll Island conference proceeded along two lines, both of which were successful. The first, as Stephenson mentions, was to dismiss the entire story as a romantic concoction which never actually took place. Although there were brief references to Jekyll Island in later books concerning the Federal Reserve System, these also attracted little public attention. As we have noted, Warburg’s massive and supposedly definite work on the Federal Reserve System does not mention Jekyll Island at all, although he does admit that a conference took place. In none of his voluminous speeches or writings do the words “Jekyll Island” appear, with a single notable exception. He agreed to Professor Stephenson’s request that he prepare a brief statement for the Aldrich biography. This appears on page 485 as part of “The Warburg Memorandum”. In this excerpt, Warburg writes, “The matter of a uniform discount rate was discussed and settled at Jekyll Island.”

Another member of the “First Name Club” was less reticent. Frank Vanderlip later published a few brief references to the conference. In the Saturday Evening Post, February 9, 1935, p. 25, Vanderlip wrote:

“Despite my views about the value to society of greater publicity for the affairs of corporations, there was an occasion near the close of 1910, when I was as secretive, indeed, as furtive, as any conspirator. . . . Since it would have been fatal to Senator Aldrich’s plan to have it known that he was calling on anybody from Wall Street to help him in preparing his bill, precautions were taken that would have delighted the heart of James Stillman (a colorful and secretive banker who was President of the National City Bank during the Spanish-American War, and who was thought to have been involved in getting us into that war) . . . I do not feel it is any exaggeration to speak of our secret expedition to Jekyll Island as the occasion of the actual conception of what eventually became the Federal Reserve System.”

In a Travel feature in The Washington Post, March 27, 1983, “Follow The Rich to Jekyll Island”, Roy Hoopes writes:

“In 1910, when Aldrich and four financial experts wanted a place to meet in secret to reform the country’s banking system, they faked a hunting trip to Jekyll and for 10 days holed up in the Clubhouse, where they made plans for what eventually would become the Federal Reserve Bank.”

Vanderlip later wrote in his autobiography, From Farmboy to Financier:10

“Our secret expedition to Jekyll Island was the occasion of the actual conception of what eventually became the Federal Reserve System. The essential points of the Aldrich Plan were all contained in the Federal Reserve Act as it was passed.”

Professor E.R.A. Seligman, a member of the international banking family of J. & W. Seligman, and head of the Department of Economics at Columbia University, wrote in an essay published by the Academy of Political Science, Proceedings, v. 4, No. 4, p. 387-90:

“It is known to a very few how great is the indebtedness of the United States to Mr. Warburg. For it may be said without fear of contradiction that in its fundamental features the Federal Reserve Act is the work of Mr. Warburg more than any other man in the country. The existence of a Federal Reserve Board creates, in everything but in name, a real central bank. In the two fundamentals of command of reserves and of a discount policy, the Federal Reserve Act has

frankly accepted the principle of the Aldrich Bill, and these principles, as has been stated, were the creation of Mr. Warburg and Mr. Warburg alone. It must not be forgotten that Mr. Warburg had a practical object in view. In formulating his plans and in advancing in them slightly varying suggestions from time to time, it was incumbent on him to remember that the education of the

country must be gradual and that a large part of the task was to break down prejudices and remove suspicion. His plans therefore contained all sorts of elaborate suggestions designed to guard the public against fancied dangers and to persuade the country that the general scheme was at all practicable. It was the hope of Mr. Warburg that with the lapse of time it might be possible to eliminate from the law a few clauses which were inserted largely at his suggestion for educational purposes.”

Now that the public debt of the United States has passed a trillion dollars, we may indeed admit “how great is the indebtedness of the United States to Mr. Warburg.” At the time he wrote the Federal Reserve Act, the public debt was almost nonexistent.

Professor Seligman points out Warburg’s remarkable prescience that the real task of the members of the Jekyll Island conference was to prepare a banking plan which would gradually “educate the country” and “break down prejudices and remove suspicion”. The campaign to enact the plan into law succeeded in doing just that.

Founding and early history

The firm traces its history to 1939, when Eric Warburg of the Warburg banking family founded a company under the name E.M. Warburg & Co. Its first address was 52 William Street, New York, the Kuhn Loeb building. Throughout the early post-war period, the firm remained a small office of not more than 20 employees. In 1966, E.M. Warburg merged with Lionel I. Pincus & Co, forming a new company that eventually became known as E.M. Warburg, Pincus & Co.[4] In 1965, when Eric Warburg retired to Germany, control was handed to Lionel Pincus, a partner in the Ladenburg Thalmann investment bank, and the working language of the office switched from German to English. Lionel ran the company from 1966 to 2002, and died in 2009. [5]

Warburg Pincus began investing in Europe in 1983 and opened its first office in Asia in 1994. It has invested more than $5 billion in Europe; more than $3 billion in India[6] and more than $3.3 billion in China. Fight over the Warburg name

During the post-war period, Eric Warburg vied with his cousin Siegmund Warburg, founder of S.G. Warburg, over the use of the Warburg name in New York. Siegmund wished to expand the S.G. Warburg franchise into New York but was blocked by the existence of E.M. Warburg & Co. Following the effective sale of the business to Pincus, Siegmund Warburg accused Eric of prostituting the Warburg name. “Complicating matters was that Siegmund thought Pincus the wrong kind of Jew – of Eastern European ancestry, with a garment-district background. Professionally, he thought Pincus well below haute banque stature in the venture capital world.”[17]

In January 1970, Siegmund finally got the name changed to E.M. Warburg, Pincus & Company to differentiate it from S.G. Warburg & Company. “In the end, however, Lionel Pincus had the last laugh on Siegmund. He expanded Eric’s tiny firm into a giant, thriving business, with three and a half billion dollars of venture capital partnerships.”[17]

In 1999, they attempted to purchase English Premier League football (soccer) team Everton.[18]

US government financed mercenaries from Xe Services LL, formerly known as Blackwater, and Academi have been captured by Syrian forces in Syria. As many as 700 foreign mercenaries of Arab and Western descent along with Israeli, US and European-made weapons were seized in the Homs neighborhood of Baba Amro. Why are US mercenaries in Syria? Same reason why the US illegally attacked Afghanistan, Iraq, and Libya and the Torah forbidden state of Israel is committing genocide against the Palestinian and attacked Lebanon – oil and gas.

European journalists are now in Syria and they see a totally different story that is portrayed by the anti-sovereignty United Nations and the US government. Because an election is coming in the fall Obama chose again to defy Congress and blatantly violate the US Constitution and his oath of office by secretly waging an illegal war against Syria using foreign mercenaries.

While NATO and Washington condemn the Assad government, Syrian civilians from across Syria tell chilling stories of atrocities committed by foreign fighters, who kidnap and kill anyone at will. Xe mercenaries are blocking the Red Cross and Red Crescent ambulances from entering the battle stricken towns for fear that they will leak to the outside World what is really going on. On June 21, 2012 the Vice-President of the Turkish Labor Party, Bulent Aslanoglu, told the United Nations that he had evidence that about six thousand foreigners of different Arab, Afghan and Turkish nationalities, have been recruited by the U.S. Central Intelligence Agency (CIA) to commit terrorist acts in Syria.

Russia and China have both vetoed every UN Resolution put forward by the United States to use military force against Syria. Both Russia and China know that the uprising in Syria was orchestrated by the United States using CIA mercenaries. Russia and China know that the United States was involved and the United States was fabricating evidence against Syria in order to get a UN Resolution to use military force against Syria. Now that use of force is unauthorized by 2 permanent members of the UN Security Council the US is now working with the UNations to overthrow Assad using another UNdiplomatic coup. The US has brought in the butcher of Baghdad, Kofi Annan, to oversee the overthrow. Kofi Annan oversaw the “Oil for Food” genocide scheme in Iraq wherein 3 million Iraq children were murdered by Annan when he denied them any essential humanitarian aid, including medicine and food.

An internal investigation found Annan guilty of corruption in prewar Iraq’s oil-for-food program and delivered a scathing rebuke of the former Secretary General Kofi Annan’s management of the largest U.N. humanitarian aid operation and concluded that Annan took advantage of his position to profit from the system. Kofi Annan secretly had steered lucrative Iraqi oil contracts to a Swiss company, Cotecna, where his son worked.

10 years ago the US openly attacked Iraq to overthrow its government and take control of its oil. Today, the US is secretly attacking Syria to overthrow its government and take control of its huge untapped oil and gas reserves. In late 2010 huge natural gas deposits off Israel’s Mediterranean shores were discovered. The initial results revealed that the “entire” eastern Mediterranean is swimming in huge untapped oil and gas reserves.

Two years ago, in June 2010, the Leviathan, the largest gas field in the Eastern Mediterranean was discovered by Houston Texas based Noble Energy. The natural gas reserves in that find that are in Palestinian, Lebanese and Syrian territorial waters are estimated to be something in the range of 25 trillion cubic feet (Tcf). Some experts are estimating that there might also be up to 600 million barrels of oil. And that is not all. Preliminary exploration has confirmed similarly impressive reserves of gas and oil in the waters off Greece, Turkey, Cyprus and Syria.

That discovery is now causing enormous political, geopolitical as well as economic consequences. It the whole reason why Israel also has mercenaries and Mossad killing squads in Syria.

I’ve used some linux distros like Ubuntu and Linux Mint briefly on a partition of my harddrive and just as you say I always found a niggle to not continue with it and ended up returning to Windows after a brief playing around with them.
