Petition Update: More Calls for World Leaders To Wake Up to Dangers of Nuclear War

Dec 12 2014

In parallel with the Schiller Institute’s efforts to bring the United States into the global economic and security dynamic established by the BRICS nations as a mean of war avoidance, a chorus of other leading international institutions, organizations and individuals are echoing the same warning: the current global ‘security’ paradigm has lead the planet to the doorstep of a potential nuclear confrontation, and now is the time for our best diplomats to come forward and lead the planet back from this abyss.

A letter addressed to the Vienna Conference on Humanitarian Impact of Nulcear Weapons, December 8-9, signed by over 120 political, military and nuclear leaders from 46 countries.

“We believe the risks posed by nuclear weapons and the international dynamics that could lead to nuclear weapons being used are underestimated or insufficiently understood by world leaders. Tensions between nuclear-armed states and alliances in the Euro-Atlantic area and in both South and East Asia remain ripe with the potential for military miscalculation and escalation. In a vestige of the Cold War, too many nuclear weapons in the world remain ready to launch on short notice, greatly increasing the chances of an accident.”

Five international organizations sponsored the letter: the U.S.’s Nuclear Security Leadership Council and Nuclear Threat Initiative, and the European Leadership Network and its Asian and Latin American counterparts. Prominent signators included Sam Nunn, Richard Lugar and Gen. James Cartright (ret.), from the U.S.; former Foreign Secretary David Owen and former Defense Secretary Lord Browne from the U.K.; former French Prime Minister Michel Rocard; former German Defense Minister Volker Ruhe; former Swedish Foreign Minister and IAEA Director Hans Blix; former Australian Prime Minister Malcolm Fraser, and many others.

Pope Francis’ letter to the Vienna Conference:

Calling for development to replace nuclear deterrence and Mutually Assured Destruction as the basis for

“peaceful co-existence among peoples and states. The youth of today and tomorrow deserve far more. They deserve a peaceful world order based on the unity of the human family,” he wrote. “Peace must be built on justice, socio-economic development, freedom, respect for fundamental human rights, the participation of all in public affairs and the building of trust between peoples. Pope Paul VI stated this succinctly in his Encyclical Populorum Progressio: ‘Development is the new name for peace.'”

Former International Atomic Energy Agency (IAEA) director Mohamed ElBaradei sent a message,

Warning of the increasing danger that the world is

“sleep walking into destruction” under its “dysfunctional system of collective security.”

“War and peace, like many human conditions, are of our own creation. It depends on the environment we construct and the mindset we cultivate. What we need is an environment based on equity, trust, mutual respect and dialogue, and not on double standards, polarization, humiliation and dictates. And it should be a mindset that understands that in our globalized world, we will either succeed together or fail separately. If we work on eliminating the drivers of insecurity and war, the odds are we will be able to avert, or at least mitigate, most wars. If we work on the drivers of peace, the odds are we will be able to restore our rationality and understand that we are the same human species.”

“Again War In Europe? Not In Our Name!” an open letter initiated by Horst Teltschik (CDU), Advisor to then-Chancellor Helmut Kohl at the time German re-unification; Walther Stützle (SPD), former Secretary of State for the Ministry of Defense; and Antje Vollmer (Greens), former Bundestag Vice President.

“Nobody wants war. But North America, the European Union and Russia are inevitably driving towards war if they do not finally halt the disastrous spiral of threats and counter-threats. All Europeans, including Russia, jointly hold the responsibility for peace and security. Only those who do not lose sight of this goal, are avoiding fatal actions. …
“We must also not push Russia out of Europe. … Since the Congress of Vienna in 1814 Russia has been a recognized global player in Europe. All who have tried to change that have failed violently, the last being the megalomaniac Germany of Hitler, which in 1941 with murderous intent set out to subjugate Russia.

“We call upon the members of the German Bundestag, delegated by the people as political representatives to deal appropriately with the seriousness of the situation. …Who is erecting a bogeyman, putting the blame on only one side, and exacerbating tensions when the signals should be for de-escalation. …

The call was signed by more than 60 German prominent personalities including, Dr. Eckhard Cordes, Chairman of Committee on Eastern European Economic Relations for German Industry and Business (Ost-Ausschuss), Eberhard Diepgen (CDU), former Mayor of Berlin, 1989, and later elected as the first Mayor of re-unified Berlin, December 1990, Dr. Klaus von Dohnanyi, former German Science Minister and Mayor of Hamburg 1981-88. (His father was a part of the resistance against Hitler and involved in a 1943 assassination attempt against Hitler; he was later arrested and interned in Sachsenhausen, where he was executed in April 1945), Dr. Roman Herzog, CDU, former German President, 1994-99, Dr. Lothar de Mazière, served as the only elected Prime Minister of East Germany in 1990, after the Fall of the Berlin Wall and before the reunification that year, Prof. Klaus Mangold, a leader in the small and medium industrial firms (Mittelstand) in Baden-Württemberg. In November, in defiance of Merkel and the sanctions policy, arranged for Russian Economic Development Minister Alexey Ulyukaev to meet with the state Chamber of Commerce and Industry, Gerhard Schröder, former Chancellor of Germany, 1998-2005.

In today’s nuclear age, the consequence of a geopolitical policy of confrontation with Russia and China can only be the thermonuclear extinction of the human race. Therefore, every effort must be made to cooperate to solve the multiple crises facing humanity.

The BRICS nations (Brazil, Russia, India, China and South Africa) have united to pursue a policy of economic development not just for their individual countries, but for the benefit of the people of all nations. To that end, they have created a New Development Bank to invest billions in necessary development projects.

China recently initiated the Asian Infrastructure Investment Bank (AIIB), joined by over 20 Asian nations as founding members, and has set up a Silk Road Development Fund.

At the APEC conference in Beijing, Chinese President Xi Jinping invited President Obama to join the efforts of China and other Asian nations, including Russia, in the development of the New Silk Road.

These initiatives are not geopolitical in nature. Contrary to the Transpacific Partnership (TPP) advocated by Obama, which excludes Russia and China, the BRICS-related initiatives including the Chinese proposed Free Trade Area of the Asian Pacific (FTAAP), are inclusive. They are based on the concept expressed by the late Pope Paul VI that the “new name of peace is development.” Thus, in Australia at the recent G-20 meeting, both Xi Jinping and Indian Prime Minister Modi spoke of the twin goals of achieving global peace and ending poverty through economic development.

There is no problem in the world that cannot be solved by such an approach, and conversely, no problem that will be solved without it.

Such cooperation between the U.S., Russia, China, South Africa and India, among other nations, is necessary to defeat the Ebola pandemic in Africa.

The terrorist threat represented by ISIS and Al-Qaeda is aimed equally at Russia, China, and India, as well as the U.S. and Europe. It can only be defeated through a new security architecture based on cooperation.

The policy of conducting “color revolutions” under the pretext of democracy, represents a policy of war, even if that term is not used, because its aim is to topple governments with the aid of foreign money. It has to stop. The campaign to impose sanctions on Russia for its opposition to such “color revolutions” and to a Nazi coup in Ukraine, is only exacerbating the global crisis. An approach based on mutual cooperation to achieve the common ends of mankind throughout Eurasia and beyond, would instead create the basis for global peace.

While the U.S. has abandoned the Kennedy space program, the Chinese are committed to a lunar program focused on the exploitation of helium-3 for the purpose of generating unlimited fusion energy. With collaboration between the U.S., Europe, Russia, China and India, among other nations, man could finally realize Johannes Kepler’s vision of mastery of the laws of the solar system for the benefit of man.

Only such an approach would restore the United States and Europe to their original purpose as expressed in the European Renaissance and the American Revolution, a purpose which the U.S. and Europe have increasingly abandoned, and the rest of the world has now adopted and is now urging them to readopt.

We therefore call upon the U.S. and Europe to abandon the suicidal geopolitical policies of the past which led to the two previous World Wars and are leading to a third, and to build a future for all humanity by readopting the principle of the Treaty of Westphalia, by basing foreign policy on the principle of the “benefit of the other,” which ended the Thirty Years War in Europe, and on John Quincy Adams’ concept of a “community of principle among sovereign nation states.”

That is the only course coherent with the true nature of man as the only creative species. Any other course is based on a concept of man as an animal, and leads to human extinction. As patriots of our own nations, and as citizens of the world, we call on our fellow citizens and the leaders of our nations to have the courage to break the current cycle of escalating bestiality, by accepting the generous offer to collaborate with the BRICS.
