THE PRELATE OF THE ORDER OF MALTA

Where I have highlighted in red should emphasis to you the true power of this man over the Order of Malta. I believe this man welds more power than the Grandmaster and considering he was a Papal Nuncio this would seem so. The Grandmaster is a Cardinal only by name not by actions.

The Prelate is appointed by the Supreme Pontiff, who chooses from among three candidates presented by the Grand Master, with the deciding vote of the Sovereign Council.
